One CE or FCC file will not clear customs in São Paulo, Mumbai or Jeddah. Brazil, India and the Gulf each run a separate conformity regime, each names a different licence holder, and each can stop a container at the port if the holder or the consignment document is missing. The practical answer for importers and private-label buyers is this: Brazil and India approvals are normally held and filed by an in-country entity — usually your importer of record or a locally incorporated brand — while Gulf shipment release depends on certificates that must travel with each consignment, not just exist somewhere in the factory’s filing cabinet. Certification therefore belongs on the same schedule as tooling and production, not on a post-shipment to-do list.

The short answer: three markets, three separate approvals, three different owners

A Brazilian, Indian or Gulf import will not clear on one global certificate. Each market operates its own regime, its own technical file expectations and its own legal licence holder, and a certificate issued for one market has no standing in another.

  • Brazil (ANATEL): homologation is granted to a Brazilian entity. If you are not that entity, you do not hold the certificate — you depend on the party that does.
  • India (BIS / CRS): registration is granted in India and is model-specific. Your brand name may appear on the product, but the registration is not inherited from the factory.
  • Saudi Arabia and the GCC: Saudi Arabia gates regulated imports through the SABER platform with a two-stage certificate structure; the UAE runs its own conformity route, and the G-Mark carries GCC-wide scope for defined product categories.

The risk buyers actually carry is not an abstract “compliance gap”. It is goods sitting at port without the correct certificate holder or consignment document, with demurrage accruing while the shelf date slips. The single decision rule that prevents most of this: start the certification track before tooling is locked, not after production is booked. The technical documents the certification bodies want come from the same engineering team that is finalising the mechanicals, so running the two tracks in parallel costs far less calendar time than sequencing them.

Brazil ANATEL checklist: what to lock before you commit to tooling

  1. Confirm the homologation category for this tablet model and who holds it. ANATEL approval is issued to a Brazilian entity. Establish, in writing and before the PO, whether that will be your importer, your local brand entity, or a representative you appoint. This is a liability decision, not a formality.
  2. Separate the tablet from its radios. The wireless modules inside the tablet are a distinct approval track. Ask the factory for the module-level approvals and test reports they already hold, and ask the homologation holder which items require local retesting regardless of what the factory can supply.
  3. Request the technical package early. Typical items the local body will need include a block diagram, RF test reports for the relevant bands, the user manual and label artwork. Missing files are the most common cause of idle time in the review queue.
  4. Get the current quote from the licence holder, not from a blog. Fees and lead times move with the accredited body and with the model’s classification. Published averages are not a quotation.
  5. Set a go/no-go checkpoint. If homologation cannot complete before the vessel’s cut-off, decide now whether to air-freight sample units, hold the shipment, or re-sequence the launch. Deciding at the port is the expensive version of this decision.

India BIS / CRS checklist: the licence lives with the importer

Under the Compulsory Registration Scheme, the registration is held in India — which means your brand cannot simply inherit the factory’s certificate, even when the hardware is identical.

  1. Identify the applicant. The Indian entity that files holds the registration. Confirm who that is and what the commercial relationship is, because brand usage on the application has to match the branding you intend to ship.
  2. Split the document duties. The importer originates applicant details and brand documentation; the factory supplies model-specific test evidence. Neither side can shortcut the other.
  3. Put labelling on the pre-production checklist. The standard mark and registration details must appear on the product or packaging. Artwork review belongs before tooling, not after the cartons are printed.
  4. Settle the SKU list. Variants that differ in RAM, storage or panel may each require separate treatment. Agree with the factory which model numbers are genuinely identical before you place the order — the SKU count is a cost and schedule variable. If your range spans several screen sizes, such as the Wintouch T616 11.97-inch Business Tablet versus the Wintouch T616 10.51-inch Business Tablet, confirm coverage per model rather than assuming one registration covers the family.
  5. Get a written scope statement. Ask the OEM to state, in writing, exactly which model numbers their existing test reports cover and which are excluded.

Saudi SASO / SABER checklist: PCoC first, then a certificate per shipment

Saudi Arabia’s SABER platform uses a two-stage digital architecture: a Product Certificate of Conformity (PCoC) issued after technical document review, factory audit reports and test report evaluation by a SASO-accredited Conformity Assessment Body, followed by a Shipment Certificate of Conformity for each consignment. The PCoC is valid for one year from issuance, as documented in this overview of GSO SASO conformity.

  1. Sequence the two stages correctly. You cannot obtain a Shipment CoC before the PCoC exists. Build the product-level approval into your pre-production window, not your shipping window.
  2. Budget beyond the portal. The published government portal fees are modest — the same source cites roughly SAR 500 for a PCoC and roughly SAR 350–402.50 per Shipment CoC, excluding VAT — but those are portal charges only. They exclude laboratory testing and conformity-body charges, which are the larger share of the total.
  3. Calendar the renewal. A one-year validity on the PCoC means repeat orders need a renewal reminder, not a one-off exercise. Put the expiry date in the same place you track your purchase orders.
  4. Lock Arabic labelling and documentation before artwork is final. Reprinting packaging locally to fix a label is a real, avoidable cost.
  5. Treat the Shipment CoC as a per-container gate. No Shipment CoC, no customs release. Plan per consignment, not per product.

UAE ECAS/EQM and the GCC-wide G-Mark question

UAE market access runs through MoIAT ECAS/EQM-type conformity, which is distinct from Saudi SABER — “GCC approved” is not a single stamp you can hold. The G-Mark applies to regulated categories including low-voltage electrical products and toys across the GCC, per this summary of Middle East certification routes. Whether a tablet-plus-charger package falls in scope should be confirmed against the applicable GSO technical regulation rather than assumed from the bundle’s contents.

  • A certificate issued for one Gulf state market does not automatically satisfy another. A country-by-country matrix is the safe planning tool.
  • Ask the conformity body to map the exact SKU, including bundled accessories such as the charger, to each GCC state’s requirements in writing.
  • If the programme involves child-oriented hardware, confirm the applicable toy or child-safety regulation separately — see the Wintouch T1000 Kids Tablet for an example of how a kids SKU carries a different compliance profile from a business model.

Who does what: factory responsibilities vs importer responsibilities

Task The OEM/factory can normally prepare Only the local entity can hold or file
Test evidence RF test reports, EMC reports, module-level approvals, safety test data Local retesting required by the accredited body or regulator
Technical file Block diagram, BOM-level model declarations, user manual, radio parameters Submission to the national portal or authority in-country
Labelling Label artwork and packaging files Confirmation that the mark, registration number and language requirements are correctly applied
Licence Documentation support and answers to technical queries Being the named certificate holder (ANATEL homologation, BIS CRS registration)
Shipment documents Consignment paperwork and packing data SABER Shipment CoC and any per-consignment release document

The boundary is the part most buyers discover too late. The factory cannot substitute for the in-country licence holder, and the importer cannot shortcut the factory’s technical evidence. Both halves have to exist before the container moves.

Pre-PO document request list. Ask the factory for: RF and EMC test reports, wireless module certifications, a model-by-model declaration of which test reports cover which SKUs, label artwork files, and the manual in the languages your market requires. Send the request with the RFQ, not after the order confirmation.

Sequencing against your launch window: when to start each track

Plan backward from the shelf date, and note that two gates are structurally impossible to retrofit:

  • The SABER Shipment CoC is per consignment — a new container needs a new certificate, every time.
  • Indian CRS registration is model-specific — a variant added after the fact starts a new approval, not an amendment to the old one.
Phase (working backward from shelf date) Who drives it Gate
Labelling and artwork freeze Importer + OEM Country-specific marks and language confirmed
Sample approval Buyer Golden sample signed off — certification testing can run in parallel
Certification submission and testing Local licence holder + CAB Technical file complete; retest items identified
Tooling and mass production OEM Production units match the tested configuration
Shipping and per-shipment release Importer SABER Shipment CoC issued; customs documents matched

Start the certification paperwork in parallel with sample approval rather than after mass production. The engineering team producing the RF reports is the same team finalising the build, so overlap is nearly free in calendar terms. Each row’s actual duration must come from your testing body and licence holder — published figures vary too widely by model classification to plan against. Budget for at least one re-test cycle and define, in advance, the shipment decision point at which you reroute, delay or re-sequence.

Cost and risk items buyers forget to budget

  • Government portal fees — published, small, and excluding VAT.
  • Accredited-body and laboratory charges — the larger share, and the one that scales with the number of models.
  • Local representative or licence-holder fees — a separate commercial relationship you should negotiate deliberately.
  • Market-specific artwork and Arabic or local-language packaging — cheap before printing, expensive after.
  • Sample units consumed by testing — a real quantity line in your order, not an afterthought.
  • Storage and demurrage if clearance slips — the cost that appears only when the earlier items were skipped.

Per-model and per-variant costs multiply, so the SKU list is a cost variable rather than a footnote. Treat every figure here as a structure for negotiation, not a quotation: fees and lead times vary by product classification and accredited body, and the portal figures cited above are government charges excluding VAT and excluding testing bodies. Final numbers have to come from your own conformity partner and the licensed local holder.

Get the market checklist and document templates

Across all three markets the readiness picture is the same shape: identify the licence holder first, request the factory’s technical package second, sequence certification alongside sample approval third, and treat per-shipment and per-model gates as fixed rather than negotiable.

Request the market certification checklist and document templates. Send us your target markets and intended model list, and we will return the per-market checklist plus the document templates to forward to your factory — before you commit to tooling. The checklist is a preparation tool; it does not replace a formal quotation from the accredited body or the local licence holder.

Frequently asked questions

Is ANATEL certification required for every Android tablet model sold in Brazil?

Homologation applies by product and by category, and the approval is held by a Brazilian entity. Which category your tablet falls into — and therefore what testing applies — must be confirmed with the accredited body handling your filing, not inferred from another model’s approval.

Who is legally responsible for BIS CRS registration — the manufacturer or the importer?

The registration is held in India by the Indian applicant entity, which is normally the importer or a locally incorporated brand owner. The factory supplies the underlying technical evidence but cannot hold the registration on the buyer’s behalf.

How long does SASO SABER certification take, and how long is the Product Certificate of Conformity valid?

The PCoC is valid for one year from issuance. Lead time depends on the conformity body, the completeness of your technical file and whether local testing is required, so request a timeline from the CAB handling your submission rather than planning against an average.

Does one GCC certificate cover Saudi Arabia, the UAE and the other Gulf states?

No. Saudi Arabia and the UAE run separate routes, and the G-Mark applies to defined regulated categories rather than acting as a blanket regional clearance. Build a country-by-country matrix and have the conformity body confirm it in writing.

Can the factory in China complete certification on the importer’s behalf?

The factory can prepare the technical evidence and artwork, and can support the process commercially. It cannot hold a foreign licence in your name or file as your in-country entity. That step requires a local holder, which is why the ownership question belongs in the first commercial conversation.
